Problem with UDP port 1?

Hi, our technic of firewall tell us that there are packets origin MGU using udp port 1 that could be used by hackers.
The system is MX-One whit ASU-E version 4.1 and two MGU
For what MGUs are sending these packets???
What could occur if firewall drop these packets??
