Problem with transfers in BC10-B

Several reasons why this may be occurring. I assume if you simply place a call to the extn that has ECF set from another extn or operator on the switch, the call matures ? Can the operator take the incoming call and then transfer it to the actual underlying "ECF" destination ? Is the incoming DDI route the same as the outgoing route or not ?
Need to answer these before considering anything else.
