Problem with Report Breaking

I have created a form that breaks on five levels. The problem is when it breaks it breaks on subsequent levels. For instance when it breaks on level three (or the third field) it also produces 2 pages that only contains the report header, page header and the footer break totals.

How can I stop the extra breaks from occuring?
