Problem with reply or forward in Outlook 2003

I am running Outlook 2003 SP2 on a WinXP Pro SP2 Core 2 Duo PC. Outlook is connecting to an Exchange server in cached mode.

Sometimes when I try to reply to or forward an email that I have received, the body of the original email does not show up in my forward. Normally, when I reply to an email, Outlook includes the complete text of the original message. The original message seems to be HTML, and OUtlook is set to use HTML as default message type.

Even stranger, if the original message had a disclaimer at the end of the message, Outlook will include the disclaimer in the reply but not the body text of the original.

Any ideas what could cause this, or what might cure it?
 
Two more pieces of information.

First, I have been able to duplicate this problem on a different PC running the same software configuration, so this is not a one-off glitch unique to this PC.

Second, when I access Exchange directly from the same PC using the Webmail interface and reply to the same email, the entire body of the original message shows up in the reply. But if I check the Sent folder to view a reply previously sent using the Outlook client, the body is still not visible.
