Problem with "Save Target As" command

I have been unable to use the "Save Target As" command in IE, and this has been highly annoying and somewhat problematic...The command is always gray (and therefore cannot be used to save downloadable files). Is there an option somewhere which allows it to be toggled? Or some other way of solving this problem?
