problem with queing calls

new to symposium but we have 2 lines coming in that even when agents are free the calls are queing to busy agents then presenting to that agent when they become free ive checked the skill sets and priorites and these are fine any ideas on what else i can check
 
Are these lines DID/DDI?

Have they been IDC to an "acquired" CDN. Could be that the lines are queuing against the default ACD queue rather than a skillset.
