Problem with qt install

I'm trying to configure a program called Apollon, however when I try to install either the RPM or from the tar.gz I get problems with it being unable to find QT. I figured I must have qt to run KDE? I did an rpm -qa |grep qt and get this:
libqt3-3.1.1-13.1mdk
libqt3-common-3.1.1-13.1mdk
I'm running Mandrake 9.1. Do I need a QT runtime or devel rpm or something?

Fixed now. It did require the libqt3-devel rpm installed.
