Problem with Public Folder Permissions!?

I am running Exchange 2000 on a Windows 2000 Server. I am trying to add a user to the public folder with specific permissions. However, whoever set up the permissions on the folder, set the folder up so no one (not even an enterprise admin.) can add, remove, or change permissions for any user (only view)! Is there anyway around this!? Thank you in advance.

Use the SM to reset the permissions.
