Problem with phoneset acquire

After upgrading from SCCS 4.0 to 5.0, phonesets that were acquired won't deaquire on the switch. If I try to out or move a set I get sch1509 that tells me to deaquire. I've tried acquiring, deaquiring, and deleting in both classic and web client. If I add a new phone it acquires and deacquires fine.
Does anyone know of a fix for this problem?
 
delete the problem TN in SCCS then on the PBX side go to LD48 and type DACR AGT xx xx xx xx (where xx is your TN)you might have to do the command a couple of times. after the TN is deacquired go back to SCCS and put the TN back in and acquire

or you can issue a DACR ALL xx (where xx is your elan number of the SCCS) this will deacquire all resource currently held by sccs...*CAUTION* this command will knock your call center down
 
DACR AGT xx xx xx xx (where xx is your TN)- I should be more clear on this TN in L S C U format.

My system does not have Symposium and I can have a circuit that is mark OUT OF SERVICE but can not out it from the system. Any ideas how I should out it??? I can out and OOSSLT but not OOSMLT. I get a SCH1509 message.
