problem with outlook appointment times in exchange 5.5 environment

Hello admins,
Platform = exchange 5.5 two sites, clients all using outlook 2k, various
os's.
The user with the problem is using XP but not the only XP user in the
environment.
Situation= the user creates appointments with a duration of 0 hours. They
do not make them all day appts., just for example start time 1pm april 27
and end time 1pm april 27th. They also open another users calendar and
manage that calendar the same way.
Problem = is that these 0 time appointments started showing up as 2 day
appts., and we discovered after editing the entries to correct them, that
the other users calendar she manages was not set to adjust for daylight
savings time. Simply checking the box in "time zones" seems to change the
appointment duration that causes this.
Because she edited all the appointments, she now has one calendar showing
correct, the other user calendar showing wrong, unless we put the daylight
savings time checkbox "off" and public folder calendars are showing wrong,
as well.

I suggested i restore the mailbox and put her back, but no way, due to many
subsequent changes.
Any thoughts on this problem, bug, situation, solutions, etc., would be
greatly appreciated.
I would imagine that if her appointments had a duration greater than 0, then
outlook would know how to handle it.
