problem with outgoing CLID

I am having a problem sending calling party number id over PRI, IP406v2 3.0.40
I have short codes built to send my main number

short code: [9]N;
tel number: Nsixxxxxxxxxx(replace x w/real #)
feature: dial3k1

This works 99% of the time but occasionally call status shows this:

Or

In this example I am sending 201 or 200 as my caller id and the provider is accepting and passing this. I have contacted them to only pass real numbers that belong to the circuit, but I still wonder why is this passing through the cracks?

I have a 412 unit but for each user short code I do this and it works all the time.

short code: [9]N;
tel number: Nsxxxxxxxxxx(replace x w/real #)
feature: dial

and this one as well

short code: [9]1N;
tel number: 1Nsxxxxxxxxxx(replace x w/real #)
feature: dial

I had to put the other one so when they dialed long distance it would show up over the PRI. Worked for me 100% of the time.
