Problem with Microsoft Script Debugger when debugging local ASP

Has anyone encountered problems using Microsoft Script Debugger to debug ASP pages? I suspect my problem started with XP service pack 2.

I have a classic ASP web app running locally in IIS 5.1 on an XP Pro workstation. For some reason Script Debugger no longer breaks or seems to receive control when I run my app. I used to have no problem with it until I was given a new hard drive, which had XP SP2 on it (for XP Pro).

I have gone through the following steps (multiple times)... this used to always solve my problem, but not anymore. Now I'm stuck.
