Problem with making images smaller

I have a design that has strokes with a brush applied to them. When I shrink it down to half its size, the strokes stay the same size and look even thicker because I made the entire design smaller. How can I scale the design down so that the size of the brush strokes stay proportionate to the design's smaller size?

Double-Click the scale tool, and select "Scale Strokes and Effects".
