Problem with IP Networking in BC12 SP11

I have a problem with IP Networking in one customer with the calls, The problem is that the calls are silent between both sides only sometimes.
the configuration of the system is : In both side we have install ELU 32 board with 8 trunk.
the configuration of the route is :

I have Aspap 109 with value 3.

Jitter buffer adaptive on for IP device boards
Jitter buffer adaptive on for H.323 route boards

can be the problem of the silent calls in my system, because the jitter buffer is 60 ms?
the other aspap for example:
PARNUM=191, PARVAL=20;
PARNUM=227,PARVAL=29;
PARNUM=228,PARVAL=25;
PARNUM=235,PARVAL=20;
PARNUM=237,PARVAL=29;
PARNUM=238,PARVAL=25;
