Problem with hh:nn 1

I need my time field to show up as hh:nn. For 8:30 a.m., I need the field to display 08:30.

When I add hh:nn to the format property, it forces it to "Short Time" and displays 8:30.

Why won't it allow hh:nn (where hh is two digit 00-23)? And how can I force it to hh:nn?

Add a user defined field to your query, or an unbound text box to your report:
