Problem with gdi32.dll

When I try to open some .hlp files I get the following error message "The procedure entry point SetObjectOwner could not be located in the dynamic link library GDI32.dll"

I guess I need to replace the gdi32.dll file but not sure how, can anyone help please? Or is there likely to be some other problem?
