Problem with extra blank page

Hello,

I have a letter report. It creates 1 or more letters which has two pages long. To make letters separate from each other I set ‘Maximum Records per Page’ of repeating frame to 1. The problem is that if I have only 1 letter it produces a blank page at the end. If there is more then 1 letter, no blank pages anywhere. I am new in Oracle reports and may be missed something simple.
