Problem with Excel 2000 not shutting down

I have a problem with Excel 2000 (SR3) the x and Close buttons do not close the application down, It can only be closed by using file - exit. I've tried repairing office and then uninstalling and re-installing but no luck..

Not a critical problem but annoying! anyone else had this problem?
