Problem with duplicated calls when 404 Not found

Hello,

I have a problem with calling via SIP to non existing numbers.
Avaya SBCE + SM1 + SM2, and when i call to non existing number via SM1, and i am getting the 404 Not Found from provider, the SM2 is trying to get the call again, so all my calls are duplicated.
Do you know how to avoid it and help me ?
