Problem with downloading programs

Using Win 98 SE, IE 6.0 and Outlook Express. For the past couple of days, when I try to download a program I get the following message: The Service Profile is damaged. Re-install the Service Profile.
Can someone please explain this to me and how do I Re-install a Service Profile.

sounds to me like ie6 is sick. goto system tools, system info, tools and fix ie6. if that does not work uninstall ie6, go back to 5, upgrade to 5.5 and then to 6. it takes time but should fix the problem better

Thanks for the reply, however, believe it or not, the problem was I didn't have WinZip to open the file. Somehow the copy I had was deleted.
