Problem with Data Guard Manager

Hi all
I am trying to make a standby database using Data Guard Manager, but unsuccessfully. Here is the environment. In the Enterprise Management Console I've discovered both nodes /AIX 4.3/ One of them /primary/ have a database installed /Oracle 9.2/ the other one has no database and no listener, only agent and HTTP server. So I start the wizard, after choosing the primary, I choose the option new physical database, and then the error occurs.
Here is the error message.
DATA GUARD REMOTE PROCESS STARTUP FAILED.
Any idea .
