Problem with Creating VCD From MPEG file

I have DVD_MASTER On P_3 System with Windows 98.( 128 mB RAM )
I capture Video Clips( With VCD Format_MPEG1) with lenght of 70 Minutes without any mismatch in sound and video.
My problem start when I want to convert it to VCD.
I try with WINONCD 3.7 & MIRO 5.0.2.3 For converting MPEG1 FILes To VCD but Prodeuced VCD have MISMATCH in sound & video in Occassional parts of VCD.
I try with these Speeds when writing : 2 Sp. 4 , 8
My CD_WRITER is YAMAH 8-4-24 ( SCSI)
and my VCD PLAYER is PANASONIC.
ALL the clips I captured Untill now have no Problem but ALL VCDs I created have this problem.
Have You any idea to solve this problem.???
