Problem with content library in MS Publisher 2007

I am unable to add any files to the Content Library. I get the error message that "Publisher cannot complete the operation."

When I go to Publisher and Content Library in my appdata there are no files.

I recently had to reformat my hard drive so copied the content library file and added it to the content library after reloading Office. I can't remember what I did now.....

Anybody worked with content library?
