Problem with configuration of WS Consumer

I’m newbie and I have a problem with web services on Sybase. I downloaded the developer version of Sybase that in accordance with the installation guide has web services, but when I try to configure a web service consumer ask me for SDS server, I tried to configure a SDS but ask me for a license. I don’t understand, it is suppose that I can use ws in the developer edition, or not? If it is possible how should I configure the ws consumer?

I create the the sp_webservices but when I try to use it always getting errors about get_mappings stored procedure not found.

I added a remote server of type SDS with sp_addserver and works.
