problem with command line database tools

every time i try to run the dbfix utility i get the following error

Failed to log into server 'casdb', username 'admin': error -2005.

the database engine is running and the gui is closed.

RDS.exe is using at least 50% of the possessor power.

what password do you use to login to casdb ? (should be 'secret')

I used secret.

is the ARCserve Server Admin also closed ?? Despite closing the gui is the process brightstor.exe still running ??
