Problem with arrow keys in Excel 2

For some reason when I use Excel (2003), when I use the arrow keys it moves the seet as opposed to moving to the next cell. The result is the same as using the mouse to click on the down arrow on the scroll bar.

It has just recently started. Could someone point out what is going on ?
