Problem with Administrators vs. Users using IE after update applied

I have had some problems with my server after applying some security updates. It has created an endless loop of errors everytime IE was started on the server it would immediately close. They have put out a hotfix to correct this problem but it is not working for me. The only way to resolve this problem I found was to restore from a previous backup. However restoring did not resolve this issue.I found that only if I added users to the Admin group they can use IE. If a power user or reg. user tried, it brings up a doesn't finish loading even though is states done at the bottom. It basically shows the outline of the webpage with no text.

I don't want all the IDS to be in the Administrator group. How can I correct this problem?

If anyone can help me with this I would appreciate it. No user can use IE properly unless they are an Administrator.

When ever I try right clicking "Start menu button" explorer.exe comes up with "Windows Explorer has encountered a problem and needs to close. This problem first started after downloading the most recent MS hotfix.
