Problem with address

My problems continue, I make the complete history.
I have a server with Windos NT Small Bussines 4.5. The server has two network card one for the internal network other for DSL connection (the provider is AT&T DSL connection with static IP). The server is a Web server, it make a hosting for our domain.
Last week AT&T change the static IP. I set the new one, change DNS, change wins (i need install DNS manager for microsoft because the network has dns BIND), make the changes in Proxy, all the changes I need for new address.
Now when I make ping inside the server the answer is good, but is not good out the server, for example from my house, when I make ping, return the old address.
In your opinion which is my error ?
 
I don't know if I understand correctly. Who maintains DNS for your domain (AT&T, you, or some other entity)? This certainly sounds like a DNS issue. Have you tried to reach this server from another outside source? What about nslookup?
