Problem upgrading from HIS2000 to HIS2004

I upgraded my Windows 2000 Server running HIS2000 to Windows Server 2003. I am attempting to upgrade from HIS2000 to HIS2004; however, when running the HIS2004 CD, I receive a message:

Setup cannot continue because the features below are incompatible with this version.
User Credential Database

I inspected the install log and it has the following:

Detected feature USER_CREDENTIAL_DATABASE (User Credential Database)
The feature is incompatible

Any help would be appreciated.
