Problem trying to connect pocketpc to laptop using ir port

Hello all,
I am writing a IrDA winsock program for my pocket pc. My problem is that when i test the program by trying to connect with a laptop that has Windows 2000 on it, the laptop is actively refusing my connection. Any suggestions on getting around this problem?
