Problem Transfer call hipath 4000

Hi i have some problem about transfer call on Siemens hipath 4000.
So when i call from internal ext the call was doing normal so when i call from external line like mobile phone or etc to this ext, the call is connected but after it connected the call immediately ended, like someone reject it.
So i already read this discussion and follow the instruction but i still can't fix this error
