Problem switching from remote administration mode to application mode

im trying to switch my 2003 server terminal service from remote administration mode to application mode, but when I went to add and remove windows components it doesnt have terminal service option. Is there any other way to do this??

This wouldn't happen to be Windows Server 2003 Web Edition is it?

no this is windows 2003 small bussines server

Can you open the ‘configure your server’ wizard from Administrative Tools and in the select a role section, choose Terminal Server?
