Problem setting up a new external HD

I am trying to make a 200GB Seagate HD (barracuda 7200.7 ST3200822A) and external HD. I put the virgin HD in a external enclosure box and connected via USB 2.0 to me PC.

My problem is that when I:
right-clicking My Computer > Manage > Computer
Management > Disk Management

The new ‘Disk 1’ shows as being only 31.49 GB unallocated and not 200 GB.

Whats going on? How do I set up this disk to use the 200GB?

I am new to the topic of HD so I may need some baby steps.
