Problem registering with MICS

I have a Callpilot 100 that at some point had been connected to and working with a MICS. I was asked to help get it running again and program it (the customer has been using provider supplied voicemail.)
When I dial F983 it says feature inactive. I've tried removing all inactive feature codes through F**XFTEST and rebooting both the Callpilot and the MICS, and the feature codes are never registered again. I've confirmed that the CallPilot is connected on the correct ports on the MICS (15 & 16).
Is there any more trouble shooting that I can do? Anything else to reset? Is the CallPilot dead?

Replace the power supply even though you see lights and especially if its the old 9 volt replaced by 8volt.
