In pagemaker 6.5
Original pagemaker file size of 1,140k exports a PDF file of
28K. With changes to graphics the original file is reduced to 369K this file exports a 69K PDF. Shouldn't a smaller file export a smaller PDF?

The size of the PDF file depends on the options you choose in the conversion. I recommend that you embed fonts. Is the PDF for print or web viewing? For web viewing you can optimize graphics (I advise against this, tho, as you lose quality) and downsample images to 72DPI. However for press, you will not want to downsample below, say, 244DPI, and 300DPI is preferable. These options dictate the end file size, and the end use dictates which option you choose.
