Problem opening links in current browser Window

I am having an issue with opening links on a computer that i just reformatted. I have my links sorted into folders nad if I try to open a link that is in a folder and I have more than one window open it will open the link in the first window that was opened. For example say I have two windows open and I am trying to open a link in the following directory Favorites -> Links -> Games. If I try to open the link in the second browser that was opened the page will be displayed in the first browser. I have had this problem before but I can't seem to figure out how to fix this. I have looked in the Tools -> Internet Options -> advanced section but I could not find anything. Any ideas?
 
In Internet Options, Advanced, uncheck 'Reuse windows for launching shortcuts.'
