Problem opening Impromptu .cat file

Cognos Impromptu 7.3.648.0

One of our users is getting the following errors when she tries to open a 57 kb .cat file:

'Invalid Public Key Security Object File'
"This file is invalid for use as the following: Security Catalog"

Does anybody know what this means?

are you trying to open a catalog with one userclass (creator) with impromptu USER? try the impromptu ADMINISTRATOR version
