Problem on Prompt Data

Hi,
I am getting problem on Prompt data, I created on picklist file with ' All' implementation. Picklist list file contains data, But i am using this fils as Report picklistfile for prmompts, The promblem is i am not getting data in the prompt, some data is missing in the prompts, what could be the reason?

Confusion reigns. Are you setting up a File Picklist or a Report Picklist? More information would be useful.

I am implmenting ' All' in report picklist.
I am using logic for ' All'
if (running count(<Column Name>)=1) or <Column Name> is missing) then ' All' else
(<Column Name>)
But it is eliminating sum rows from data base, Is there any other logic for implement this one...

This promblem i am getting...

Problem: In the Report Picklist file i implemented above ' All' logic. This Report picklist is have data, this data is not appearing in prompt, some data is not coming in prompts.

Is it wrong in Report Picklist logic or any? What i am wondering If logic wrong in Report picklist, What ever Report picklist files contains, it has to show same data in Prompt also, but i am not getting that data. What could be the reason???
