Problem on Mail

I have problem on mail receiving form a mail server outside the firewall. i have open up the rule from any-to-any. Still, the packets is denied. Below is the log message:

Deny TCP (no connection) from 203.127.218.132/25 to 192.168.36.7/3689 flags ACK on interface outside
