Problem loading/installing software using cd drives

Each time I insert a cd it will not automatically process programs with auto wizards. I recently tried to replace my Cd burning drive and found that I can play cds on it but cannot get software to load. When I try to do it manually through the my computer service an error message pops up saying F:/ is not accessible. Incorrect Function. It has also happened when I have tried to access my floppy drive. What gives? Thanks for the help!

 
What does device manager and/or event viewer say?

Thanks for responding to my post. I have InCD starting with an exclamation point in a yellow circle covering the icon on the task bar. I want to eliminate it from starting. When I try to uninstall it from the add/remove software area it says the executable file has been corrupted... Where do I go in the administrator area to overide it's start up when I power on the computer and or how do I just erase it...and install the newer version I just bought.

 
Delete it from Device Manager, then rescan for devices
