Problem launching Outlook and IE

I have an NT workstation that was used by an administrator and has been moved to be used by an enduser. When she or anyone else logs in and trys to run Outlook express or IE it opens a My Computer type window in the directory that the short is located.
If you log in as the administator, the programs launch just fine. I looked at the rights for the directory and the exe files access is given to everyone...so I tried giving her account access but still no joy. And I am not sure what else it could be....I even tried re-installing the program but still no good.

Sounds like you may have a policy problem. I've fixed similar problem a couple different ways. I've deleted the users profile from both the machine and the network and then set the user up again or you can look at the users policies using poledit.
