Problem installing used Partner Mail VS v4.0 1

I am helping a friend install a used Partner Mail VS v4.0 module into his existing system. I have all of the documentation and have been looking at all of the forums threads.

I have the following modules in the five slots.

1. Partner - 206, Module
2. Partner - 206E, Module R4.1 (Not being used)
P. Partner Plus - Processor, Module R4.1
3. Partner - Partner Mail VS, R4.0
4. Empty

I have assigned ports 26 and 27. From Ext. 10 I dialed

Feature 00
Left Intercom Twice
#505-7-26-1
#505-7-27-1
Feature 00

I try Intercom 777, but I can only get in two 7's before it starts to ring.

Any help would be appreciated.

 
What happens if you dial 771? does it allow all three digits then?
 
I press Intercom and then 77 and once I press the 3rd digit (i.e 7 or 1) I get a busy signal.

 
Dial 26 and 27 directly - busy or answered by voice mail?

Sounds to me as if the VS mail is not working - 26 and 27 ARE the correct ports for a P+ w/2-206's
 
I removed the 206E from slot two (it wasn't being used yet). Moved the VM to slot two and changed the hunt group 7 ports to 20 and 21 and it works fine.

Could the 206E being non-populated be the problem?

Should the 206E be in slot 1 and the 206 in slot 2?
