Problem installing TEC NT4 adapter in a TIVOLI OM2.3.1 solution

I have a problem with the automatic distribution and installation of a TEC NT4 adapater in a Tivoli Operational Model 2.3.1 solution.
The distribution of DM works but TEC fails.
