Problem Installing HSP 56K Rise Modem

I'm trying to install an ARM modem (HSP 56K Modem Riser) on a system using Windows 98. The modem installs without a hitch , but upon testing it (using the more info button), I keep getting the message "Could not open communication port", whichever (manually configured) port I use.

Any ideas please?
 
Boot to safe mode.
Remove the modem(s) and all com ports in device manager.
Restart, go into BIOS setup.
Disable com 2.
Set "PnP OS Installed" to NO.
Set "Reset configuration data" to YES (enable).
Restart, reinstall.
Let PnP manage this, or you'll NEVER get it going. AMR modems do not play well with other children. Cheers,

Thanks for the tips.

However, I have not succeeded in alleviating the problem despite following instructions to the letter. Incidentally, I couldn't find an entry for disabling Com2. Is this the best port to install the modem on?
