Problem increasing user license count

When I try to increase the per-server license number in our W2K Server, the licensing service locks up. I have tried accessing this function from several directions, but each time I drill down to the server and licensing, the same thing happens. I've rebooted the server, loaded the latest updates, etc. I still have the same problem.
Any suggestions would be appreciated.
