Problem in setting a password for an access database (Office 2003) ?

I am trying to set a password for Access DB though
Tools-> Security -> Set database password.

I get a message saying- open the db in exclusive mode.
I did that, but I still get the same message and I am the only one using the database
Reboot didn't help.

*Tried this* I create a blank db and tried to set a password before doing any thing. It worked. ***

I can import db objects into the empty db.But was wondering,Is there a reason why I cannot set a password for a db that is already created?

Any suggestions ?
 
This may be another "feature" of 2003 but if it is it will surely cause problems as most people apply passwords once they have allowed others to access their db and find some mess about.......
