Hello,
I had configured a username and password to access my router Cisco. (username UUU secret PPP)
When I ocnfigured Tacacs, obviously I used Tacacs username and password.
Just to try, I removed Tacacs from my router config by "no aaa new-model" but I am not anymore able to login by the username and password that I had already configured on my router.
How can I activate this username and password?

You'd probably have better luck in the Cisco forum...

Log into the router, you mean? By http/https? What are you talking about? Post a config...
