Problem in Developer 2000

Hello There,
can any one help me out as i have installed many time developer 2000 rel 2.1 in my system (windows 98).
and when every i try to connect with the sql with the scott and tiger the computer gave an error :
ORA-03121: no interface driver connected - function not performed
so can please any one tell me what is the proble or how i may be able to over come this.

Try to make DEFAULT installation into NEW ORACLE_HOME.
 
Are you trying to connect to a local or remote database? Does your TNSNAMES have the prerequisite host IP information?
 
Sounds like it can't "see" the driver files. The manual says "... the SQL*Net driver is not loaded into memory or there is a mismatch of the version of the driver."
Have a look at the Oracle registry settings and the Path environment variable: it uses them to find its programs.
