Problem forwarding e-mail with photos

Os is XP Home with SP2. In Outlook Express, on some occsaions, but not all, when I try to forward e-mail that has a photo, the photo doesn't send, this is e-mail that were forwarded to me and had been forwarded to the person sending them to me. In Outlook Express, I have "Send Pictures With Message" checked. Any suggestions?

For starters, i'd look into how the picture is attached and whether the recipient has something in their machine that blocks attachments.
