Problem displaying an image in a report

I have a report in Access that I am using an embedded image. The image is a bitmap that I am resizing in design mode and using the size mode of Zoom. Sometimes the image shows up when I run the report, mostly it does not. If I get it to where it will actually display (sometimes this works if I change the image size a little) then I change anything else on the form, the image won't display again.

I've tried using a linked image. I also tried resizing the image in an external program instead of in Access. Nothing is working.

Sometimes the image will show up for some of the records but not for others. I'm stumped.

Any suggestions?
